Manchester, you're surrounded

A new major city wide scheme to cut car crime and thereby reduce car insurance rates is happening outside London.

Manchester is thought to be the second major UK city to be surrounded by a network of police cameras using Automatic Number Plate Recognition (ANPR). It is estimated that around 600,000 motorists a day are having their details captured.

The cameras, which began collecting data this month, are operating on 12 major routes into the conurbation.

The system records details as data, not photos, then checks the Police National Computer on the DVLA database and local police databases.

It is hoped the system will identify car insurance and tax dodgers, banned drivers, and help to spot stolen vehicles, and cars used by criminals and terrorists.

A police spokesperson said the cameras, ".will bring enormous benefits and aid us in protecting our communities."

A spokesperson for civil rights group, Liberty, said, "It shouldn't be used for mass surveillance, or to target people the police have a hunch are up to no good."

A further reaction to the cameras was given by an RAC Foundation spokesperson who voiced concerns that increased surveillance systems will encourage more people to not register their car at all.

With more unregistered and uninsured cars on the roads this would only increase car insurance rates for the majority of law abiding motorists on Manchester's roads.
