Graduated licensing scheme urged
There have been renewed calls for the implementation of a graduated driving license scheme for younger drivers with proponents arguing that it would reduce accident rates and give drivers a better chance of obtaining very cheap car insurance.
The calls were made after the release of a Cardiff University study in which it is claimed that such a scheme would save 200 lives a year.
In fact, many within the motor insurance industry argue that the whole notion of very cheap car insurance no longer applies to the policies of younger drivers, with many unable to get quotes any cheaper than several thousand pounds. For example, a young man driving a modified BMW might be charged in excess of £5,300 for his policy.
Under a graduated licensing scheme new younger drivers would be forbidden from taking their contemporaries as passengers; additionally, they would be unable to drive at night until they graduated from provisional status.
The issue can be divisive, with many claiming that it would be an unfair infringement on freedom of movement for the younger people of today. However, it is also true that 62% of insurance claims for car accidents involve younger drivers, particularly males, a fact which means many struggle to find very cheap car insurance, often resulting in them being priced out of the market.
